For an optimal user experience it is highly recommended to install both the 64-bit pack and also one of the 32-bit variants from above. That way you can play your media files in both 32-bit and 64-bit applications.
Many programs are still 32-bit, that is why you also need the 32-bit codecs. For example, a 32-bit version of Windows Media Player is used by default on 64-bit versions of Windows Vista/7/8.
Windows Media Center and Windows Explorer are 64-bit applications. Those will use the 64-bit codecs.
